A Guide to Neighbourhood Planning in East Manchester

Introduction

Neighbourhood planning is used to drive forward the regeneration of distinct areas within East Manchester.

It converts the long-term strategic plan adopted in the East Manchester Regeneration Framework into a more detailed and operational proposal that ensures local residents are fully involved in developing plans for change in their communities. There are currently 17 neighbourhoods in New East Manchester.

Resources

New East Manchester is part of the Manchester Salford Housing Market Renewal Pathfinder and utilises the resources of HMR in order to bring forward many of the Neighbourhood planning initiatives.

This may include;

  • Compulsory Puchase Orders
  • Facelift improvements to public and private properties
  • Environmental schemes
  • New Build of Housing

Principles

The three main Principles of the Neighbourhood planning process are;

  • Participation of residents in the planning process should be maximised
  • The planning process should cover all aspects of a thriving community for the future, not just housing proposals
  • That any private sector development partners should be included in the process as early as possible to get to know the neighbourhood and its residents and have full participation in any consultation initiatives

The Process

The neighbourhood planning process begins with a survey of current services and by obtaining the views of current residents regarding their needs and aspirations for the area. It should be noted this does not just cover housing.

As planning progresses it is important that two way communication is maintained with the resident community. In order to ensure the broadest community engagement, a variety of methods are deployed including newsletters, home visits, exhibitions, door to door surveys and drop-in events. 

Draft Plan

A draft neighbourhood plan is created with the chosen development partner and will often form the basis of an outline planning consent. Once the consent is received details are added to the plan involving further consultation and the final plan is approved.
